Housing Choice Voucher The Housing Choice Voucher Program is formerly known as the Section 8 Rental Assistance Program. The HCV program is always open to applications from U.S. military veterans, legal spouses and widows if the veteran meets vet preference critieria.

Veteran Applicants for the Housing Choice Voucher and Public Housing Waitlists

The Housing Choice Voucher and Public Housing (1 and 2 bedroom) waitlists are always open for applications from veterans who meet the veteran preference. A veteran applicant wishing to apply to these waitlists must contact PMHA to request a paper or pdf application by:

Form DD214 is required for all veteran applicants to show a minimum of 6 months of active duty and honorable discharge or documentation showing eligibility for veteran benefits.

Note: Head of Household must be 18 years of age or emancipated at the time of application. Any balance owed to PMHA or any Housing Authority must be paid in full before housing assistance will be offered.

Eligibility

Eligibility for a housing voucher is determined by PMHA based on the total annual gross income and family size and is limited to US citizens and specified categories of non-citizens who have eligible immigration status.

Zero income individuals are also eligible for housing assistance

All eligible applications are placed on the waiting list. Once an application nears the top of the waiting list, the applicant is contacted to complete a full application and schedule an Intake Appointment.

Waiting List Preference

Applicants are placed on the waiting list based on preference status as well as date and time of application. We offer the preference to U.S. military veterans and the spouses or widows (not divorced) of U.S. military veterans if the veteran had a minimum of 6 months active duty and a honorable discharge. Veteran’s Preference is also extended to those who qualify for veteran benefits, with the veteran supplying documentation from the VA. Additionally, the Housing Choice Voucher Program has a Natural Disaster Preference in addition to the Veteran Preference. A summary of Waitlist Preferences is below.

Public Housing

Veterans are given a preference on the Public Housing Waitlist. This is given to veterans or spouses of veterans. Veteran status is verified by the DD214 form.

Housing Choice Voucher

Veterans are given a preference on the Housing Choice Voucher Waitlist. This is given to veterans or spouses of veterans. Veteran status is verified by the DD214 form. The Natural Disaster Preference is also given for Housing Choice Voucher Waitlist. Natural Disaster Preference required documentation is: certification of “declared” emergency/aid situation by the Federal and/or State Executive branch of government. Documentation shall also include certification of housing need from FEMA, Red Cross or Disaster Relief Agency in charge.

Williamsport Terrace

No preferences are awarded. Applicants are placed on the waiting list by date and time of application.

Pickaway Terrace, Eden Place, and Louise Terrace

Veterans do receive preference on these waiting lists. All applications are placed on the waiting list by date and time of application, with veterans placed above non-veterans according to the date and time of the veteran application.
